**Bidder Qualifications:**
1. Must be a legally registered entity in the People’s Republic of China with a valid business license.
2. Must hold ISO 9000 series certification or an equivalent quality assurance system certificate.
3. Must have completed at least three projects involving similar equipment (35kV station transformers and 35kV combined neutral point equipment) between January 1, 2014, and the tender submission deadline. Supporting documents include contract pages, scope of supply, and signatures from both parties.
4. Must provide type test reports from a professional testing organization for equipment of the same or higher specifications.
5. Consortium bids are not accepted.
6. Agent bids are not accepted.
**Additional Requirements:**
- Bidders must not be listed as untrustworthy individuals on the "Credit China" website or any government credit information platform.
- Bidders with a history of misconduct, such as illegal behavior during bidding, serious contract breaches, or failure to sign a contract after winning the bid, will be disqualified.
- If the equipment design involves patented technology, the bidder must hold a valid patent certificate and a corresponding evaluation report.
- Bidders must not have breached contracts in the past three years or had contracts terminated due to their own reasons.
- Bidders must not have been suspended, liquidated, or declared bankrupt.
- OEM (Original Equipment Manufacturer) bids are not accepted.

- **Document Fee:** 500 RMB (non-refundable).
