The “Programme” stipulated that in respect of emission reduction, it was proposed that the total amount of chemical oxygen demand and sulfur dioxide emissions in the country was respectively controlled at 23.376 million tons and 20.864 million tons in 2015, which was 8% lower than 2010's 25.561 million tons and 22.678 million tons respectively. .

This is very difficult for some people in the industry. “Our country has a natural basis that cannot be changed. It is based on the coal-based energy structure. China is almost oil-free or lean, and most of the crude oil depends on imports.” Beijing Guoneng Zhongdian Energy Co., Ltd. As of 2009, China's annual burning coal is 3.2 to 3.5 billion tons of standard coal. 10,000 tons of standard coal is probably the size of two football fields. China will burn nearly 70 football fields every year. The original plan formulated by China is to control the coal combustion index at 2020 million tons.

As we all know, the burning of coal will inevitably produce several major pollutants, the first major category is smoke and dust, the second largest category is harmful gases, including nitrogen oxides and sulfur dioxide. According to statistics, 40% of sulfur dioxide is emitted from China. During the “Eleventh Five-Year Plan” period, China took the lead in all mandatory mandatory indicators and used sulfur dioxide as a control indicator.

"Sulfur dioxide is still a mandatory emission reduction indicator during the 12th Five-Year Plan period. Therefore, we are under great pressure," said Baiyun Feng.

China's energy structure will not change much in the short term, so the solution can only be governance, that is, desulfurization. It is reported that during the "12th Five-Year Plan" period, thermal power installation capacity will maintain a steady growth of 50 million to 60 million kilowatts per year. The new desulfurization unit has a market capacity of 30 billion. Coupled with the investment in transformation, operation and maintenance, the capacity of the desulfurization market during the “12th Five-Year Plan” period was 76.15 billion.

Opportunity is also a challenge. “The desulphurization problem during the 11th Five-Year Plan period is very embarrassing. Truthfully speaking, we can actually achieve the normal desulfurization of thermal power units less than 60%, and may even be lower.” Baiyun Feng bluntly.

Talking about the reasons for the desulfurization work, Baiyun Feng stated that during the "11th Five-Year Plan" period, Guoneng built desulphurization plants through tendering. However, the state has not formulated a detailed standard for the management of various aspects of design and construction. In the fierce market competition, bidders hope to win the bid at a low price. “It is difficult to listen to the point that it is not necessary to directly recruit prices for technology.”

At the same time, China's desulfurization technology comes from Europe and the United States, Japan, and some major countries. The technology at that time was in the 1960s and 1970s. It was not very advanced and it was not very suitable for China's national conditions. “The sulfur content of coal from different coal mines in China is not the same, but the government requires the coal and electricity market to be linked, so these two sets of mechanisms make it very difficult for power plants to buy coal. Power plants need to buy coal everywhere, and coal that comes in every day The sulfur content is not the same, giving us desulfurization has brought great difficulties." Baiyun Feng said.

In addition, financial mismatches have also led many power plants to take the risk. For example, an enterprise burning coal with 3.0 ppm sulphur will be fined 800 yuan to local authorities, and it will probably save 3,000 yuan by purchasing high-sulfur coal a year.

Therefore, to advance China's desulfurization work, we must first solve the above problems. The most important point is that the formalization of environmental protection means that both waste gas and waste water should be subject to the criminal liability of the main leaders, rather than administrative responsibility.
